Technology submission should be considered for use in High-Altitude Pseudo-Satellites (HAPS), High-Altitude, Long Endurance (HALE), or Medium-Altitude, Long-Endurance (MALE) aerial surveillance platforms, and capable of providing persistent surveillance or continuous “eyes on” an area or object of interest for weeks to months.

Since physical limitations are of significance in these aircraft types, the most notable technology applications will observe the following:

Altitude up to 23,000 meters (~75,400 feet)
Ambient pressure ~20 to 1,000 millibar
Ambient temperature ~-70 to + 40 Celsius (-158 to +104 Fahrenheit)
Dimensions under ~800 x 300 x 100 millimeters (~31 x 12 x 4 inches)
Power consumption up to 50 watts over 1,000 hours
Time in continuous mode for weeks or months
Under 25m (82ft) antenna length
Weight less than 3kg (~7lbs)
